In 2020, Albania will continue the development of its INFF with support from the UN Joint SDG Fund.

During Albania’s prolonged transition, the government often established well-intended laws, regulations and institutions, only to come to the conclusion that their financial needs were not properly calculated. With support from the UN Joint SDG Fund, the INFF aims to the identify and integrate more equitable and adequate financing for SDGs within the national budgetary framework. The implementation of the INFF is expected to provide large-scale results, reaching Albania’s most vulnerable populations, in particular focus on children and women in the poorest locations.

At the policy level, the INFF will integrate national financing for social protection into national policy, building upon on-going UN-wide efforts. At the macro level, it will identify and assess options to catalyse the financing of unfunded mandates at the local government level; identify innovative approaches, tools and other financing mechanisms to pilot; and evaluate the impact of fiscal policies related to social protection. At the capacity-support level, the INFF process will support Albanian institutions in articulating, implementing and reviewing budgets that reflect increasing SDG-related spending.
