In 2020, the Philippines will continue the development of its INFF with support from the UN Joint SDG Fund. The INFF will build on the results of the country’s development finance assessment (DFA).

In 2017, the Philippines successfully updated its DFA (the Philippines launched its first DFA in 2014). The second iteration of the DFA highlights the bottlenecks, challenges, and opportunities in mobilising financing for sustainable development. It underscores the country’s need for support in strengthening the link between national and sectoral plans and national budgeting processes and financing strategies. Currently, national and sectoral plans are not mandatory considerations in in the formulation of the annual national budgets and the country’s financing gap is significant.

To address these challenges, funding from the UN Joint Fund will support the Philippines in developing and implementing an INFF.  Support from the UN Joint Fund will provide catalytic support, tools, and technical assistance for strengthening systems, coordination and consensus-building on priorities as part of a "whole of government" approach. 

Through the INFF, the Government of the Philippines will work to (i) strengthen and integrate existing building blocks of an INFF in national government planning, budgeting and monitoring infrastructure to ensure appropriate financing and better delivery; (ii) finance and coordinate multi-sector priority SDG programmes that reduce future expenditure requirements on the SDGs; and (iii) identify alternative financing sources for the SDGs.

The interagency Sub-Committee on the SDGs will lead the design and execution of the INFF.  The Sub-Committee will adopt a multisectoral approach, engaging local governments, development partners, civil society, the private sector and other stakeholders throughout the development of the INFF.
