In 2020, Belarus will continue the development of its INFF with support from the UN Joint SDG Fund.

In Belarus, the INFF will help the government assess the efficiency of strategic planning and spending, identify budgeting gaps and better focus on long-term priority expenditures related to the national SDG targets. A gender-responsive and SDG-aligned financing strategy will help the Government of Belarus mobilise public and private financing flows to meet the country’s development goals.

Implementation of the INFF will include a development finance assessment (DFA) and will result in improved transparency and public finance management through strengthened programming, result-based budgeting, and in-depth analyses of financial flows. The INFF will strengthen linkages between the processes of SDG cost planning, budget allocation, and monitoring and evaluation at all levels of government.

Activities implemented through the INFF will include (a) a costing of SDG-related strategies; (b) setting up an SDG performance-based budget tagging systems; (c) developing guidance for SDG programme-based budgeting practices across ministries and administrative levels; (d) undertaking SDG-related expenditure reviews and assessments; and (e) introducing gender-sensitive budgeting methodology.
