The SDGs have been integrated into Nepal's national plans, including the 15th National Development Plan and the national SDG Status and Roadmap (2016-2030) document. However, as with many other countries, there exists a wide institutional disconnect between the planning process and budgeting and financing processes for development. Building on the development finance assessment (DFA) conducted in 2017, the INFF will work to strengthen integration across planning, budgeting and reporting at the national and subnational levels.
With its focus on developing coordination mechanisms to facilitate institutional linkages and interactions across planning, budgeting and financing frameworks, the INFF will assist the government in adopting a whole-of-government and multi-stakeholder approach. This approach places emphasis on engagement with the private sector on a more consistent basis in areas identified by the financing strategy. It will also provide a forum to address policy issues as they emerge, align development partner support and promote the engagement of civil society to strengthen the demand side of governance.
